This error 0x80072f06 usually occurs if the server conversion or migration restricts the user to download the offline address book in offline mode.
In addition to it, the error also occurs when a user migrates from one version to another version. When you migrate, an OST file is created which is updated once Outlook is synced with the Exchange server.
However, if there is a synchronization issue of the OST file to the Exchange server then there are great chances that this error might happen.
During this error, users are unable to download the Offline Address Book also called as OAB( Outlook Address Book) folder. The OAB folder contains all the information like names, email addresses, etc. which is accessed by Outlook.
